Good Practices Summary

The RESIN urban adaptation e-Guide: an online platform that supports the entire process of developing and implementing an adaptation plan. This e-Guide is an actionable support centre for the knowledge about creating and executing an urban climate plan that was gathered in the RESIN project. It aims to facilitate and guide respective end-users (e.g. public authorities, planners, CI operators, first responders) in and through their individual and joint planning processes.

Mitigation

This e-Guide is developed to support the development and execution process of an urban climate adaptation plan, but not to proscribe it; rather than laying down rules and limitations, it aims to offer practical information and helpful insight to aid the cities in developing their own, unique plan.

Replicability/Knowledge Transfer

It aims to be a universal source of information and to this end the information in this e-guide was developed not only for, but also in large parts by urban decision makers. It therefore also contains lessons learned and practical examples encountered in the actual process of using this guidance for the creation of actual climate adaptation plans.

Resources

The e-Guide is a decision support system available as a web application. It can be accessed at: http://e-guide.resin.itti.com.pl.

The Learning centre (http://wiki.resin.itti.com.pl/) contains a structure (RESIN decision framework) presents the actions and decisions that have to be taken to create a climate adaptation plan.

The decision support framework forms an integral part of the RESIN conceptual framework, where the right loop represents the decision-making cycle (decision framework) and the left loop represents the execution of the plans and changes that affect the climate risks.

In line with this framework, the decision framework consists of four phases:

  1. Assess climate risks.
  2. Develop adaptation approaches.
  3. Prioritise adaptation options.
  4. Develop adaptation plan.

Each of the phases is subdivided in groups of detailed steps.

Target Audience

Local Authorities, Policy Makers, Public/Regional/Local Administration

Policy Implications

This e-Guide is developed to support the development and execution process of an urban climate adaptation plan, so it seems to be a useful tool for urban planning.

Social Dimension

The e-Guide has indirect positive consequences in the population, as a result of a support system for a better climate change adaptation of cities.

Innovation Type

Guidelines, Platform

Innovation

The e-Guide provides a very systematic and comprehensive overview of all aspects of adaptation planning, including the resources and tools that are available for practitioners.

Outcome/Barriers

Some challenges are not specific for any particular step in the decision framework and may be encountered at any time. On the page frequently encountered challenges, the e-Guide provides specific information on how to deal with these challenges (http://wiki.resin.itti.com.pl/article/frequently-encountered-challenges/)
